The IPCC separates qualitative confidence from quantitative likelihood. Confidence depends on the type, amount, quality, consistency, and agreement of evidence.

That approach is useful for Brain because it demonstrates that a serious evidence process can communicate uncertainty explicitly rather than hide it behind a binary label.
